Actually, no.
They are considered VERY rare.  There is a listing, however, of the sourcebooks that are necessary if you want to play some of these RARE characters.  The Blessed also fall into this catagory.

The new stuff is mainly based on the new archetypes, which are DAMN cool, and they really outdid themselves on this one.  Shane should go and buy himself a Coke.  

Imagine playing a Huckster in HoE and trying to sift through the rubble of Humanity searching for that 1st ed of Hoyle's.  hehehehe
THAT would suck royally.  Me, I'm gonna stick with my mutated brethren and play my Doomsayer.
