Right.  Each burst after the first is at a cumulative -2 (ex -2 on the second,
-4 on the third, etc).  A sling, brace, bipod, etc. can reduce or eliminate
this penalty.

That cash is "found" by conning, scamming, begging, stealing lunch money, etc.
It mentions that you should only be allowed to do it once in any particular
area.
