When he asked me this question last night, I had the same reaction too. 
Charge only 1 point for a related skill at creation.  Then we got to
talking and buying Shootin' Pistol at 5, then SMG and Shotgun as Related
all up to 5 for a grand total of only 7 points just didn't seem right.

What about buying Relateds at creation for 1 point but only to the maximum
of level 3?  After that, it costs normal points values.
