There is really no reason a player would spend a chip until after they saw
the result of their roll. An evil aside to this, is that it may actually
help his chances of going bust with a 1d skill.
Ex: player rolls a 1d8 for a TN 5 and gets a 3. Spends a white chip and
rolls a one! Stop right there! He now has gone bust! Scary.
