Ya' know, I thought the same thing.  Hey, what does it matter when the chip
gets spent?  I must admit that I was the Marshal bamboozled by the player
into getting onto that train of thinking.  The player was asked to make a
Nimbleness roll with the added comment that our group likes to throw in,
"Just don't botch and you'll be fine."  He had a 1d8 in the Trait.  Going
bust while rolling just one die is pretty scary so he asked if he could
spend a white chip to roll the extra die as he was attempting the roll and
not after the roll like we have always done.

So yes it does matter when the chip gets spent. If I had made the player
above roll the 1d8 and he went bust-- Whoops! No chip spending for you!

I would have given the player a chip for creative thinking but I then would
have taken away a chip for Marshal Swindlin' so it all was made even in the
end.  

But I hold grudges.
