Oh, forgot to mention... you could have some fun with this.  In general the
Combine are the bad guys (they don't call them Black Hats just for their
fashion taste, you know!).  So being Intolerant of them ain't exactly a big
deal, since most PCs will be shooting at them anyway.  So if he's serious
about the hindrance, make it 1 or 2 points.  Otherwise, you'll have to make it
INTO a Hindrance.  For example, if the locals are Pro-Combine, then they'll
treat the character like dirt if he kills a bunch of 'em and makes trouble for
the locals.  If the results of his intolerance is an entire village suddenly
doesn't get any food, then he's going to be picking up some Enemy hindrances
real quick.  

Or another cruel trick would be to have a small group of Combine black hats
working as the good guys... they're actually fighting the fearmongers in the
area, and actually care about the locals enough to offer protection, food,
etc.  Getting rid of or working against them would then aid the Reckoners, so
the character would have to struggle with his Intolerance against the welfare
of the locals.
