It's not that drastic.  The effectiveness of the M16 in a combat situation
is about 5-10% (depending on the environmental conditions).

Not to be blunt, but effectiveness is when you incapacitate the opposition
(not necessarily a kill)  Kill rates are probably down around the 1%,
though.
