That's easy.
"We only aid the worthy. But to prove your worth is gonna cost....."
The first Templars were kick-ass hard bitten warriors of the Lord. Two
generations later, the Templars were more banker then fighter, often
loaning money to those who wanted to fight in the Crusades, and charging
interest (usury) and holding the borrowers lands as collateral - a really
swell deal when people would get slaughtered and ending up defaulting on
their loans.
The Templars in HoE gradually start charging for their protection and aid
-- eventually leading to a schism in the Templars. One core group
radically dedicated to the spirit of the Templars, and the established
Templars who no longer go out on missions but rely on the powers of
younger, still faithful Templars to earn money.
This could also lead to a long drawn out scenario where it is discovered
that the inner circle of Templars have been infiltrated by evil, black
magic using servants of the Reckoners.
God - I hope not.
After playing L5R for two years, and Werewolf for three years before that,
I'm tired of the angsty, corruption in the ranks, overplayed tired theme.
Now - I have to admit, that is not gonna happen with Simon around - but he
might have an early death at the hands of evil. Probably at the hands of
some assasin when the Reckoners stage their assault on the Templar
headquarters. Simon will get struck down just when after the battle turns
against the abominations, leaving it a pyrric victory.
Having failed in their direct attempt to crush the good guys, the Reckoners
fall back on their old plans of subertfuge, yadda yadda yadda.... see above
comment about inner circle of Templars.
Been there, done that, got the "I survived the angsty corruption of my
elders" t-shirt.
