This is pretty much exactly how I see it, and how we run it.
One fairly important thing you may have left out, however, is that many small, rural towns were
relatively untouched. No one thought to drop bombs on them, and they're far enough from the cities
that raiders are less of a problem (for now). This is, I think, a part of the "western" feel as
well. The main outposts of civilization the characters are going to see are all small
saloon/general store/chapel/sheriff's office towns, not ruined metropolises.
