I think that this only matters is it is a maimed limb. If the healer
fails to make the roll then the wound is permanent and you get the
nickname "Lefty" (say hello to cyberware). It says in the book that a
maimed limb cannot be healed by normal means (i.e. Sawbones) so you get
that one chance for magical aid and then its permanent.
It's not real clear under "Touch of the Doomsayers" but is a little
clearer under the Syker and Templar healing powers.
