Actually, full damage is usually the result of a projectile spending all of its 
energy in the target. Over penetration tends to result in lower damage to the 
original target since a lot of the energy passes straight through without 
hitting anything vital.  It seems like a contradiction, but overpenetration is 
bad for delivering damage (I think anyway).
