Gotta question, well a verification.

The rail gun says that it overpenetrates often.  And then it goes on to say
that it overpenetrates when /neither/ die of damage is a 12.

I would like to confirm the word "neither" there.  That's almost an 80%
chance of overpenetration on what ends up being the lower damage totals,
(on the average).

or should it be "either"?
