[HoE] Tech Levels

The problem with figuring tech levels for HoE is that we assume that it
takes place 120 years from our current tech level. But I would think that
1998 in HoE was not as advanced in real technology as we are today.

First of all the Civil War lasted 15-20 years before a stalemate and two
contries were born. This would have a severe limit on advancement of real
technology. Then we no longer have the full resources of the USA they are
now distributed between two contries. Now I am not saying that we were
responsible for all technological advancement, but the US played a large
part. Now with the length of the Civil War, WWI followed real close leaving
not a lot of time for real advancement.

War materials advanced at a fairly high rate. I do not see us having
Powered Armor, bionics, Intergalactic Travel within 120 years. Thus it is
not that technology has stagnated for 120 years, but the ability for
unrestrained growth was severely hampered by the length of the Civil War
and the founding of the CSA.
