The US Army studied different non-lethal combat initiatives. I read an
article where they were talking about Goo Guns, Sound cannons, etc. They
were meant to incapacitate the enemy instead if killing them.
The idea behind the Fleschette was actually to incapacitate. The research
they did showed a high percentage chance of hitting an opponent and
(essentially) pinning a muscle to the bone behind it, thereby making that
body part useless. In practice, though, the rounds penetrate flesh and bone
better than expected.
