[HoE] Aces/Royal Court/Biren SPOILER

There's a thread going on the DL list about the "treats" in store for characters with a certain
amount of Grit.  One of these is a visit from the Aces of the Royal Court.  Hucksters & Hexes says
that Biren (leader of the Court) sends the assassins out against those who are a pain in the
Reckoner's collective asses.  However, in the Servitor's section of The Wasted West, the point is
made that Biren was not a servitor of Pestilence, nor was he aware of the Reckoners' existence. 
Why, then, does he send his goons after those with high Grit?
