Besides the fact that I've never had any problems finding enough stuff for my characters to buy at
character creation, I've told my players just to round out their equipment lists with things like
bullets, fuel, and bits of food.  
I figure most areas use salvage and barter to trade.  It's concievable that a town would have
currency of its own, but that wouldn't be honored outside of the area.  Of course, there are
references in Wasted West to actual dollars (the Grand Library and the Boise Temple offering rewards
for stuff), so perhaps there is supposed to be some sort of currency in the West.
The salvage=money thing tends to break down when characters do things like sell cars.  It's hard to
reason why anyone would have enough crap lying around to trade for the $3000 value of the thing. 
But I was feeling generous and let my players sell the car anyway.
