I'm not particularly familiar with Apocalypse, Cyberpunk or Alternaty.
However, i'd have to say that it would be quite a bit of work to make a
shift to Rifts (there's no way that any PC could get powerful enough to
have a fighting chance in most fo the Rifts worlds)- although Wyrmwood
or Nightbane (Nightspawn) could work very well. A Shadowrun crossover
might work well as a sort of "pre-bomb HOE", at least setting-wise.
Trinity/Aeon is also a good one for a sort of "during the final war, but
still just pre-bomb HOE".
On the other hand, I can definitely see Feng Shui working: the only real
difference is the feel of the styles. HOE could be cast as another stop
in the timelines. Of course, one of my posse already tries things from
Hong Kong Action Cinema styles... Speaking of which, any ideas on rules
for Martial Artiists in HOE?
Still, I wonder if Paranoia would work as a total change of game
attitude. Alpha Complex could just be an isolated structure in NorCal,
possibly underground so that it wouldn't have been raided...
