  IIRC, Vegas was founded in the late 40's/early 50's by the mob.  Before
that it was just desert.

  Might be a little tough in the 1800's: Vegas exists only because of a
massive water project that prevents it from drying up and blowing away.

  Should be easy if they're coming from the Waste West- maybe you could
spice it up by having one of his imported sources of ghost still attached
to the NA Hover Tank that it was powering...

  Most of them...plenty of destructive stuff in that book and not much
else.  Check out MUTATE for a particularly gruesome attack.
