wot troops he has left and using them to get their revenge.>>

Make it a "saving face" situation for the guy. If he goes back for more
troops he will look weak so he will go after the posse or their town with
what men he still has, but if they are too good he may go back to the
combine for help. Should he go back the Combine could say that if he can't
get them with the reinforcement then don't return. If he still can't take
down the posse (and don't think I'm telling you to kill your posse just how
to justify this same villain coming up over and over again) with the
reinforcements then he may keep dogging them using bike gangs, thugs or just
as a sniper. That's how I would keep a villain going in a chronicle and not
letting the villain get a lot of power.
