Yep, every last one of them is a mutie. they get it in character
creations and could have even more mutations, you know, with black jokers
and all. this mutation is the best of three cards drawn at character
creation. All extra mutations are drawn normally.

In a way he has free short type of super-mutant. YOu might be able to
work it out but you should get something decent with the three cards.
The Marshall might let you work something out, they tend to like
mutations.

I suppose it's possible. Norms have survived many, many things. Some
mutants are stronger but far more are hindered by their mutations. Is
mutating a good thing or a bad thing?

Well, they do seem to mostly go insane. This does make me question their
superiority. Even doomsayers seem a bit loopy with this thought of
superiority and norms dying out. They're all crazy if you ask me. Must
be something in the radiation.
Could he, at that point in time, help norms because they

I think some doomsayers do this anyways. Norms are just like the mutants
minus the mutations, but someday we will mutate and become them. That's
the step that they are waiting for and it is our doom. the human race +
mutations.
