I think the original intent of having the Pinks investigate the supernatural was to mirror the
history of them serving as the espionage wing of the Union.  While I liked that, I can understand
there being a change.  I highly doubt that it was in response to Doomtown calling them the Agency. 
The card game has far less authority in the story matter than PEG does, but they may have "taken a
hint" and avoided potential legal problems later on.

As for giving "official approval" for Agency actions, that detracts, in my mind.  When they were
independent, the Union could write off their activities as those of a private detective agency. 
Sort of the "disavow list" in Mission: Impossible.  Basically, for a bunch of MiBs who walk in and
start asking questions about ghosts and stuff to say they're doing it for the government, that
leaves the government admitting an interest in the subject...
