There was a whole big thing of "will EMP work on the Black Hat Chip?" when
the list first started. Shane answered (rather slowly and it seemed
reluctantly [hey...this was a new thing]) that the chips where resistant to
EMP and so it wouldn't work. IMO he did this to make sure that one group
(Doomsayers) wouldn't over power the game in respect to one of the major
threats of the game. If the Doomies could do this then the Black Hat aren't
as dangerous. As for the equipment that wasn't necessarily covered by
Shane's ruling and I'd say yes you can knock out the gun (and other stuff)
but the chip is still active and if the posse tamper with the device their
in for a rude awakening.
