[HoE] Question for the day - Meltdown

Hmmm, nobody really answered my Touch of the Doomsayers ? from yesterday.
*sniff* I was hoping for someone who may have heard an official answer, or
played with someone from Pinnacle that offered a ruling on the matter. But
here's another one:

The Speed for the Meltdown miracle in Children of the Atom is listed as
"Special." But...what is it?

The Metldown chart lists the TN, strain cost, and volume/weight that can be
affected.

We are told that someone holding the item takes 1d10 damage per round
(presumably to the appropriate Arm location, although they neglect to
mention this).

But...how long does it take to actually cast the darn thing?

It is implied that a larger object takes longer to melt, but this is not
clearly stated, and the miracle description suggests that no Speed-to-mass
ratio is involved. If you pay the Strain, and can meet the appropriate TN,
melting a Tank takes just as long as melting a hood ornament.

If there's a tank coming at my Doomsayer, and it's going to be here in 5
rounds, I'd really like to know how long he's got...
