Well, again, I've only been running HoE for a few months (and Deadlands for 
a year before that).

But using the simplified combat system (as Pinnacle pretty much supports), 
someone taking an arm/leg modifier to avoid the Kevlar in the first place, 
and then putting the standard 30-36 points of damage into them, is going to 
end up with a dead BH and an undamaged suit of Kevlar.

Even, using the simplified system, you don't target for hit location, if 50% 
of your shots go to the chest/gizzards/Kevlar, that just reduces the "money 
value" of a Squaddie of BHs from $15,000 to approximately $7,500.  That's 
still a pretty good chunk of money.

Also imagine how much more stable they've made it.
