 What I would say is that only 1 out of every 9 or 10 black hats have kevlar 
that is not allready ripped apart.  If the group wants to get the kevlar from 
those one or two black hats in the squad, they can do so freely.  If your 
going to have that much ammo thrown at you, your going to keep the vest close 
to you.
