Are Harrowed considered to "sleep" or not?

The Hucksters & Hexes DL book, under "Sandman," says that it has no effect 
on, "...Harrowed...that don't sleep in the normal sense.

But in the Brainburners book, under "Sleepy-Bye," it says it can affect 
"...Harrowed, however, because they do sleep."

Now, these two seem contradictory to us.  And if anything, a Psyker (who 
doesn't rationalize his power in supernaturally-oriented terms) would seem 
to be the more likely candidate as the one who couldn't put a Harrowed 
character to sleep.

You could rationalize it either way, of course, but it seems odd that this 
is inconsistent.  It seems to us that Harrowed _do_ sleep, however oddly.

But official input, or response from those who have had official input, 
would prove helpful.
