Well, we wouldn't dispute what you could use it for.  But as we understand 
the theory, Mad Scientist tech is _only_ tech (and actual technology, not 
just any Reckoner-type supernatural ability) that existed up to 2060 
(approximately).  If it didn't exist up to 2060, then the manitous couldn't 
loan it to Mads in 1876 (or 1910, or 1944, or whenever).

As I noted in my response to Steve Wallace, so did they have man-made 
technological time travel in 2060?  I seem to recall something int he Wasted 
West Companion suggesting something to that effect, but we don't have that 
book either...
