Thus my question.  Since the Junker sourcebook doesn't mention it, however, 
it seems reasonable to conclude that they didn't.  With a few notable 
absences, the Junker book seems to represent the various aspects of 2081 
technology through the use of Powers.  Time Travel is not a power.

Now if they did have time travel technology by 2081, fine.  But then us 
Marshals need to know that so if a player asks, "I can develop new Powers as 
long as it's in line with existing 21st century technology - can I come up 
with a Time Travel power?" we can give a coherent answer that is 
(preferably) consistent with the Deadlands/HoE universe as a whole.

I could of course come up with my own, not-necessarily-consistent-
with-the-Deadlands/HoE-universe rationale.  But if I'm going to do that, why 
buy sourcebooks...?
