   Now, what I wonder about, is why they would make psionics out of magic.  
Tempests had magic, so why not simply evolve techniques to allow Tempests 
access to any hex while relying on Strain instead of manitous?

    True, but I haven't noticed a single backlash result which is innately 
lethal to the huckster, while any Syker that blows their fool head off is not 
coming back, not even as a Harrowed.
