Interesting semi-proof for this:
If the ships go into the Tunnel near Earth, what do they come out of on the
other end?  Even if you assume they came "from nowhere" near Banshee, how did
they get back?  Did the meager scout ships that made the first trip take the
time and materials to build another Tunnel for the return trip?
