I'd go with the 20mph figure.  You can only go 50mph safely with a smooth
and well cared for road with well placed fueling stations (and no fear of
attacks coming around the next corner).  There are some places you may be
able to still manage 50mph (stretches of superhighway in unsettled areas,
salt flats, etc.) but they should be few and far between.
