I guess it depends on how you view the glow: Is it radiation, spiritual energy,
or some sort of self-aware thing, and would it have existed pre-apocalypse.
The way I'd probably do it is say they recover strain at half the normal rate,
or at the normal rate if they are near some ghost rock (not using it up, just
near enough to be affected by it.) The Ghost rock lantarn would let them
recover strain at 1 per 1/2 Hour as normal.
They may also have a problem with their mutations, since most are obviously
mutated.
