[HoE] Western States and Hoover Dam

Could somebody please give me some info on the
location
of the Mason-Dixon line?  Specifically (if anybody's a
history/geography buff) what states use Hoover Dam's
electricity and water?  I'm planning on running a HOE
mission involving the Hoover Dam, and I need to know
what I need to change for it to fit into the Deadlands universe.
