Not bad ideas, but consider that your low-damage weapons are more likely to
knockdown or overpenetrate with these rules. Think: are you likely to get a
majority/all aces on 2d4 or 4d8? Which weapon should overpenetrate or knock a
target down? A derringer, or an NA Assault rifle?
Knockdown is pretty much the same as Stun anyway. The only difference is that
dum-dums or hollowpoints might have a slightly higher chance of doing it.
As someone pointed out, overpenetration causes LESS damage, not more. So, I'd
have a shot overpenetrate when the damage dice "go bust." The damage is still
applied to the target, but there might be a chance of hitting someone more or
less directly behind the target. Remember that an overpenetrating bullet won't
necessarily continue in a straight line after exiting; it could bounce off a
bone or something, and the hydrodynamics of a human body can be unpredictable.
Also, lowering the die type on an exiting shot might be a good idea. More
technically-minded Marshals might increase the bleedin' damage, since there's
two hole instead of one in the target, too...
