Yes, HOE is very deadly (emphasis on the word VERY), but if you have smart players you can survive.  Have they bought armor?  Do they know when to Dodge?  How often to you give out chips/awards.  Do you have NPC's around to take a bullet or two, and maybe provide a clue as to how to get away from things that could kill them.  I have both played and marshaled campaigns, and I have realized that some groups need a
little extra help.  Someone on the list once said that he offered anyone who wanted one a white chip for having his character keep a journal that he could read, I tried it and it worked out great for my posse.

If you would tell us a bit more about how your posse keeps dying we might be able to offer a bit more advice to help you out.
