Okay, I guess I should have been a little more
specific. First it's not a solid hunk of steel. The
steel that is in it would be ghost steel(I thought IO
said all bionics were). The rib chassis would simulate
ribs, basically a bio-plasticy rubber casing over
ghost steel ribs, allowing for stretching, inhaling,
exhaling, and everything else. This alone wouldn't
modify a person very much. There would be no drain, or
mount cost, just the spirit loss because it's not
taking up extra space or doing anything special, just
being more durable ribs that just kind of sit there.
They wouldn't even be able to mount the extra arms,
and would probably be just some sort of endo-armor.
What give it the internal bracing and the drain and
mount cost is the extra set of collar bones inserted
at the based of the chassis along with the cyber-arm
ports on the sides. It's made to stretch along with
the ribs when necessary and it's primary job is to
support the extra arms so they can function
"normally".

I don't think you would anymore than if you had two
decked out cyber arms and full torso and arm
exo-armor.

These bionics are made to comply with the rest of the
bionicws in HOE and will suffer against EMP the same
as every other Scrapper. As far as loss of breath, the
explanation of the rib chassis above should help. It
won't hinder or help breathing. The mechanical parts
are the lower collar bones and arm ports.

Same way the other bionics are powered, they'll suck

I imagine he'll blend right in with a group of other
heavily chopped up scrappers such as Pit regulars.

Yes, you can, if you buy Samson for all the arms.
