Well, in my humble opinion.  This is a purely academic question.  What do 
you think?  You have armor piercing ammo, but it's also explosive, right?  
Is is explosive due to impact?  Or does it first have to warp and open the 
invested charge, after having pierced through a tough surface,(ie; kevlar) 
before detonating.  Most ammunition which contains an explosive, including 
grenades from the, military issue grenade launcher, (can't remember 
classification) require and impact surface to detonate, be it a floor, a 
wall, or a tank.  But that is certainly not the case with all explosive 
ammunition.  Why don't you use both attributes?  One canceling out the 
other?  Or better yet:  WHERE THE HELL IS SOMEONE GETTING A HIGHLY VOLATILE 
EXPLOSIVE ROUND, THAT STILL MANAGES TOO MAINTAIN IT'S INTEGRITY LONG ENOUGH 
TO BE CALLED "ARMOR PIERCING"?  Think on that for a minute, it's kind of 
humbling.  Of course I don't have all the books.  :)
