Well, it isn't when all they've got are AP Grenades and start throwing them 
at unarmored or lightly armored opponents.  So purely as a rules question, 
I'd have to say it isn't academic.  ;)

Don't know.  I don't claim to be a munitions expert, thus my ignorance as 
originally confessed.  Don't have the rulebook right here in front of me, 
but I thought AP rounds were shaped for penetration power and didn't 
necessarily "explode" on contact (as opposed to, say, a dum-dum round).

I guess I didn't follow you here.  It seemed to me (again, based on my 
relatively lack of knowledge on the matter) that an AP grenade gave off 
shrapnel, which was then shaped and designed for penetration.  It's not the 
grenade itself that is "penetrating" the target, but the shrapnel (when then 
"penetrates" against everyone in the burst radii, armored and unarmored 
alike).

Given that, I don't see why the two would cancel each other out...

Again, not sure I'm following here.  Such things apparently exist in real 
life, and were incorporated into the HoE setting.  So I suppose that's where 
Shane & Co. got the concept from.  I guess I don't really feel "humbled" by 
that, since it seems a logical extrapolation of modern grenade technology.
