[HOE] Cyborg question

Didn't see anything in the accumulated rulings page on this...nor anything 
on cyborgs for that matter...but, if a harrowed PC has harrowed powers, and 
then gets a cool spirit fetter, do those powers still work?

Looking in the book, a few pages just before the overloading tables, I think 
it states that as long as the PC had the harrowed powers before, they would 
still work.  However, if the PC wants to develop new powers then they will 
need either the power focus or the unfettered hinderance.

Am I interpretting the book correctly here?
