Check out page 50, specifically the Powers section, second paragraph.

"Heroes who spent time Harrowed before becoming a cyborg may pruchase powers 
becuase the abilities had time to manifest before the deader's manitou was 
fettered."

That to me says they can take powers if they were harrowed for a while 
before becoming a cyborg...and they will work WITHOUT the Power Focus.

"Likewise, heores who take the unfettered hinderance can also purchase 
powers..."

That one is obvious, the manitou is unfettered and therefore the heroes can 
manifest new powers on their own.

"Whether your deader has Harrowed powers or not depends on the background 
you've chosen for him"

The pc's background says that she was harrowed for a good long while (5-7 
years) before becoming a cyborg and being fettered.  Thus the pc had time 
for her powers to manifest themselves.

And finally the passage that was ripped right out of context...  :->

"A fettered manitou can't manifest powers in its host unless equipped with a 
power focus."

This means that a character can not force the manitou to create a power, 
learn a new power, or improve a current power without using a power focus.

It does not mean that if a harrowed had powers, became a cyborg, and doesn't 
have a power focus, then all of their previous powers won't work!

Actually, I think a harrowed with powers would be able to improve their 
current powers, just not get new ones, even if they didn't have a power 
focus.
