When a harrowed body goes under the knife - the spirit fetter blocks all 
but the very basic required access between the harrowed and the 
manitou.  (It leaves just enough of a connection to keep the harrowed "alive")

The spirit fetter blocks all harrowed powers - both new and 
pre-existing.  A power focus allows a channel to open, granting the cyborg 
access to a specific power.

Besides - page 97 - "A power focus allows a cyborg to develop new Harrowed 
powers or use pre-existing ones."
