[HOE] cyborgs and couriers

On the subject of cyborgs:

Take a look at the picture for the infiltrator in cyborgs. Now take a look
at the picture for the courier in Road Warriors. Is it just me, or do they
look like the same person? I have three theories on this:

1. Coincidence, Fowler does all the art work and you can only make up so
many pretend faces before you accidently repeat one.

2. Tom Fowler has a friend or something that looks like that and just used
her a couple times.

3. The cyborg is an INFILTRATOR so as a little joke Fowler made the
archtype look like another archtype.
