Iron Oasis is the first place this is mentioned. I forget the page.

The actual FORMING of the Alliance itself takes place in The Boise Horror.

If I'm not mistaken, Urban Renewal is supposed to be something of a 
continuation of that, and the place where Throckmorton begins to mobilize. I 
think they said this would be out at Gencon.

I would also bet that Throckmorton's mobilization is probably somewhat behind 
the Reckoners' return, and is probably also linked to whatever is going to 
happen in the Unity adventure.

In the midst of this, I think City o'Sin is supposed to come out, which will 
tell us more about the Grundies and Silas. Am I misremembering that Silas and 
Throckmorton have some kind of uneasy truce? IIRC, part of the reason behind 
the forming of the Alliance is the worry that Throckmorton and Silas will 
join forces. IO will fall if it goes up against Throckmorton alone, but 
Throckmorton AND Silas together?

IO would shortly thereafter have to be renamed "Crater."
