I agree with this, and for the design being around in
the latter half of the 21st century: all you have to
do is say that within the last couple decades before
the bombs fell, cars started going through a retro
trend and that's what everyone got stuck with.

I think this might be a spoiler, maybe.

And/or maybe the reason there were sleaker designs in
cars was because those were indirect effects of
manitous telling MS's designs for things, and those
crazy designers applied it to automobiles. In 2063,
when the baddies stopped talking and junkerism began,
it turned out all the sleak designs went with the
demonic inspiration. The only designs possible for
cars makers to make were 1970's-ish ones, because none
of their engines and what-not would fit in their
smaller designs.

It could happen.
