This got hashed out on the Weird West list -- If the manitou can use any
power that the harrowed has, then the manitou can use the supernatural
traits for which ever stat, Nimbleness, Deftness, Vigor, Spirit...

The manitou can use Ghost, Stitchin', why not Supernatural Trait?  If I were
the manitou, I certainly wouldn't give access to a power that can only be
used against me...

But in the end, it is a marshal's call.
