[HOE] Toxic shamans.

This really should have been handled in the book but if a toxic shaman
removes a doomsayers mutation can they still work their magic or is being a
mutant a pre-requsit for useing the glow.  If so then you could have a whole
legion of non-mutant doomsayers out there.  And honestly it breaks down the
charater class.  So what is the deal.  I need to know this before I allow
any spookers into my game.
