Well, I've had some thoughts on that. One of those thoughts is that the Union 
had a working Hellstromme Shield prototype thingamajigger near the Hawaiian 
naval bases and that a good fraction of the Union's blue water navy managed 
to find intact harbors and a safe haven there. Hawaii could be one of the few 
remaining civilized parts of the world, with leftover factories, medical 
supplies, space ports, etc. The union navy is all fired up to go and find out 
what happened to the rest of the world, but they are stuck there because of a 
gigantic ghost rock typhoon\hurricane. I figure that if the shields deflected 
the many, many missiles that would have been fired at hawaii, all that energy 
bounced off, hit the ocean, and started mucking about. Gigantic sea monsters 
and Intelligent fish men would abound. Or maybe a disease is ravaging the 
island, meaning some intrepid posse members, who are met by a CEAL team 
member who disembarked from a submarine that made it past the sea monsters, 
have to go and find a cure for the disease.(Probably in a Secret Mountain Top 
Laboratory), get onto the submarine, and make it back to Hawaii to deliver 
the cure. 
The submarine, of course, could be a Seaquest style big one, with all the 
plot ideas that entails. 

Another thought would be Hawaii is annihilated by volcanos and ghost rock 
missiles, but the sunken ruins of a large union ship contains something the 
posse desperately needs or the Combine wants badly enough that everyone else 
wants to stop them. (Nuclear weaponry, most likely.) Thus, a long, dangerous 
journey across the pacific...
