True, but what Librarian would take those characters (Lector, Doom,
Moriarty)?  I think a more plausible "villain" would be a fictional
Anti-hero or someone similar like Captain Nemo. Becoming him, a Librarian
would begin to wage his own battle on all war craft, whether Combine,
Junkyard, Convoy, or whoever else.

Nemo was so anti-war that he waged war on all battleships.  If that isn't a
servitor of War waiting to be born, I don't know what is.  Like the
Anti-Templars, he thinks he's doing good at first, but he's actually
creating more fear with his attacks.  Maybe his servitor power is an
extension of his persona, and he can create Nemo style advanced tech (Junker
powers w/o instability).  And he can only be killed by stabbing him in the
heart with his model of the Nautilus.

Anyway, that's the way I'd think you'd want to go with that.
