It's more of a mindset thing.

I mean, Bertie Wooster can do anything- which, considering his capabilities, 
isn't much- do to the fact that, insulated by wealth and privelege, he 
doesn't quite get that things can hurt him. While he worries about social 
stuff, but if someone confronted him with a possibly violent situation there 
would be an internal battle between the coward part of him and the "have to 
be a good Victorian" , and if the Librarian made the appropiate guts check, 
the Victorian would win. Then, God alone knows what would happen.
