The best reasoning I can think of for that is that the rules for powered
armor were written in Wasted West, prior to the massive changes to junker
rules in Junkman Cometh. Back then, it appears (and in a read of the
junker rules in the main rulebook), 1 GR was a lot more than it is today.
The suits there were originally designed to run off electricity, and
after the apocalypse, were modified by junkers to run off spirit
batteries. Of course, no mention was made about how they made thos
modifications, since the power didn't exist for that at the time (best
way I can think: strap a junker-built generator to the back of the thing,
but even then, you won't necessarily come out with the same numbers).
Probably, to be fair, the Drain numbers on all of the Wasted West suits
should be doubled to match up with the rules in Cyborgs and Junkman.
